I was looking to order with Pavel Moc, but I was warned he is very bad at communicating. I tried anyway, and he responded promptly and even responded to my follow up emails. After his last response, I decided to order, but now I have heard no confirmation that my order was received. I have not paid anything. When/how often should I follow up? I don't want to be rude or pester him.

I don't think he will consider you rude by asking the question again after he fails to answer. Makers like him often get tons of e-mails, most of them are just questions about products, ordering, possible customization - that often don't end up in people ordering, so it's a bit of a chore, and they make mistakes by missing some e-mails or fail to reply.
I'd wait a couple of days and then ask again.

I sent him a mail last week myself (yet unanswered) but I also am not expecting a reply too soon, this is a post of his from October 8th this year. I recon he should be more consistent in the near future.
"Dear friends of good craft. First of all, I must apologize to all of you to whom I have not yet delivered the promised swords and have not replied to your emails (I have not replied since the end of July.) However, the situation in the workshop has reached a critical level after almost two years after the loss of my co-workers. Managing the operation of the workshop and the demanding reconstruction of the listed mill at the same time has completely exhausted us physically and mentally. I have to write this quite honestly: I started to think about closing the workshop completely. But I still had my grandfather's motto in mind: Never give up!
I didn't give up and I have good news for you. In December, a new colleague who has worked with me in the past will join the workshop. This is a major turning point for us and I believe that I will start meeting the promised deadlines and communicating with you again.
It will still take at least 6 months to fix all the gaps, but hopefully things will only get better.

I don't want to be rude or pester him. If he’s provided an order # and document, then I think you’re clear. In a couple months your sword should be underway; hopefully he gave a rough estimate of when he’ll finish it. Check up around then. Once it’s done, Pavel will request a direct bank transfer (bit of a hassle), then you send a screenshot of the receipt to confirm, and finally the package goes on its way to you.
