No idea about the seller or sword, but aliexpress can be hit or miss. It's a more dangerous ebay.

AliExpress is basically a Chinese version of the Amazon Marketplace where anyone (mostly factories/manufacturers) can list and sell whatever they want. Most of the sellers are based out of China, Russia, and India and what you get can range from "pretty good for the money" to "horrible quality knock-off". It's possible to find some good deals but unless you're familiar with the actual manufacturer/seller it's a gamble...
It's part of a company called the Alibaba Group that also operates a site called Taobao which is basically a Chinese eBay.

(don't know about hardness, but with about 1% carbon, should be OK). But they might just mean an alloy with 1-2% Mn. They state HRC 59.

59 HRC with a clue hinting to high manganese is probably 1084 steel which will perform very well in a sword. Another good hint is the pictures of them crafting it, notice the vegetation, its characteristic of Longquan China. Your welcome dearest.
