At this price level (~3k), many folks would start going with nihonto or a custom from a US smith. Look at Walter Sorrels. Check out nihonto at aoi art (which is different than the aoi you linked).

If you want a Tamagahane try Feilong swords, they have them at 1.6k which is pretty good considering these are the same quality as Kaneie and Aoi. Or get this Shobu Barrett and get someone to custom mount it - www.legacyswords.com/fs_gen_sword19.htm

Of course I do not know the intentions of you or your friend and the reasons you chose those particular swords. But on personal level if I were to spend about 3000 - 4000$ for katana it would have to be Japanese made. Just a personal thing, if it would be for practicíng a Japanese sword art, what would be more fitting than to practice with a real Japanese sword.
