Offhand my guess is it's a cotton strap, not unlike Japanese ito wrap, that's woven around the grip and ring in a similar manner to how they wrap dao grips-- just down a looooooong grip in the case of the pudao. Probably of fairly decent quality; Hanwei does kinda try.

I can assure you that it doesn't unravel, even after I used the Pu Dao on bottles of different sizes (with some botched cuts with a lot of impact) and even on a dead tree the wrappings still were very tight. They are fairly bulky though, so if you don't have really big hands you might want to take them off anyway. The material is cotton I think. Hope that helps you
