blade length on my wakizashi is 20.75 inches from top of habaki ...current tsuka length is 9.20 inches double mekugi
and not sure if this matters or if its the best way to measure my hand but from where hand meets wrist to the tip of my middle finger is 7.75 inches
Is there a traditionally accepted length? or a standard?
Whats the best length for one hand use?
Is it safe to shorten it?

yes it is safe to shorten it(assuming you have the skill to do the work properly) I dont know if there is a traditional length but I prefer one hand size tsuka.
when you shorten be care full that you may have to shorten the nakago as well, but if you can take an inch or two off the tsuka and not shorten the nakago that would be awesome.

I think it's interesting that there is enough need for such a thing that nihonzashi offers it as a regular service. I don't know much but I would think that a tsuka of that size would tend to make more of a kokatana than a wakizashi.

You can cut the tsuka to the size that fits you.
Just take the sword apart and measure how far into the tsuka the nagako goes. Unwrap the knots, take off the kashira and unwrap to the diamond nearest the place you want to cut. Wrap the rest of the tsuka in plastic foil to protect from sawdust. Add the lenght for the kashira and cut. File the end to fit the kashira, and complete the wrap again.
If you need to cut the nagako, just make a V-cut from the ha and mune side with a hacksaw or better, and file it smooth. I'd want the tang end somewhere between a half and one inch from the tsuka end which I would glue a shim into to strengthen the tsuka.
