I would guess that it is just "flexible" stainless steel. The review below states that it is stainless.

I'd be weary. From what I've heard, properly heat-treating Stainless steel is pretty complex, and fairly expensive. I think it even involves infusing carbon into it. For that price, I wouldn't take the chance, for cutting anyways. It might make a decent practice piece though.
