I'm planning making my cold steel O katana's blade as black as possible without damaging it. I have absolutely no experience, any advice?

Cold blue like Perma Blue (Birchwood & Casey) can be bought very affordably off ebay, or from your local gun shop. It's super easy to apply. It's recommended to buy their degreaser to minimise streaking.
Apply it libverally to get it black. Neutralise it asap with water. Wipe the water off carefully. Ideally you take some 000 steel wool and rub it back after applying. Then reapply it and it should get deeper and darker each time. Be sure to neutralise it after each application and slather it liberally in oil soon after completion.
