I'm not an expert, but usually when I do a bad job of it someone jumps in to correct me!

Mie-ken (prefecture) member of staff (the saji at the end makes it officer, I think)
Mie-ken in ben kun

員辯町平吉
(member of ranked town?) Heikichi
in ben machi heikichi

Or something like that. I'm pretty sure my characters are correct, but not sure if I'm interpreting that correctly! I'm sure someone else will jump in with more knowledge. You can also try at the Nihonto Message Board. They have many members well versed in how a Japanese officer would have identified themselves during the war.
