I have made a wood core scabbard for my Swiss saber, it came with a floppy leather sheath which I trashed. I want to cover the core with simulated blue dragon scales, I am looking for suggestions on how to do that. I have a limited budget and don't think I could do embossing. Any ideas will be appreciated.

you could buy thin leather and cut out the "scales" and glue them down in an overlapped pattern. Upholstery leather (if already dyed the right color) or veg tan goat (dye it yourself) are good options.

I dunno if this is a stretch for you, but it's worth mentioning that airbrushing scales isn't actually all that hard (provided, of course you have an airbrush and the inclination).

You can get good imitation leather (polyurethane) in any colour and pattern you can think of nowdays. I have made some sheaths for my pocket knives from it a few years back, took it with me everywhere, and you can hardly see any damage, so it is pretty durable and not that expensive (10-20€/m where I am). If you're on a budget, I would personally go with embossed imitation leather as MrStabby suggested. You can get real alligator/crocodile/snake skin but it's fairly pricey.
