Does anyone know how this 'matted' look is done? I want to convert my smooth saya to this type because it doesn't show scratches and fingerprints so easily! If you don't know what I'm talking about check the sayas that are available at nine circles

I am very sorry, but I do not only have no idea but no source, too. I know someone who does these ishime sayas with his own technique, but he won`t tell me
What you could do is the following:
give your saya a foundation lacquer maybe in matt black. When the paint is still a little wet (maybe wait till its dry) spray some gloss black through a sieve/filter so you get only little spots. If you polish the saya you get little high gloss spots on matt black if everything works fine.
Another interesting thing qould be, lets say brown laquered saya, still wet and the spray black (maybe through sieve) and let them mix. The Brown wouldn`t be too much contrast for the black so it will get subtle but very nice on a closer look.
There are lots of interesting things to try out, did you see Walter Sorrells mountings DVD? There he shows some of his techniques. Not worth 60Bugs, though. But it gives you a clue of what you can use (which is nearly everything. Be creative)

Thanks for the idea The saya is already a smoothly lacquered maroon so adding some black might give a nice effect.

Krylon brand Wrinkle Finish spray paint enamel: This stuff works perfectly for exactly what you are going for. You just spray it on like you would with any spray-paint, and within 30 minutes or so it wrinkles up and forms a surface almost exactly like that seen on the nine-circles sayas. I used this stuff on the fuchi and kashira for my Hira to get a matte patinated texture.

I took normal sprain paint and if you spray in short little bursts, you get a similar effect.
But it would be much less complicated to do what, Slav says.
