Not sure exactly what that 3in1 oil is but almost any sort of universal oil will work for cleaning rust like that.

I'd just like to offer the obvious that this is a blunt sword and anyone doing such with a sharp blade should invest the $15 in a pair of kevlar gloves. They are really comfy and durable and will save you much bloodshed.
Also I might suggest that most non vegetable oils could probably substitute the oil.

hmm.. wouldn't that edge cleaning ruin the cutting edge off a sharpie?

Yeah, thats a blunt he's working on. Don't do that. It's mainly for sparring knicks.
For surface rust on a sharp: Just place some 400 wet and dry on a wood or cork block and run it up and down the edge, that will crisp up your edge. Wearing the Kevlar gloves of course.
Of course if its a katana I'm sure what I just said would be sacrilege, sorry, I'm not a katanaphile.

scotch brite pad on a bench grinder/buffer Bobknight, VERY easy and fast way to clean any rust.
