That's quite the tall order.

My best advice for you is similar to what Freq suggested. I'd suggest getting ahold of a manufacturer to try and put something together. When it comes to katanas (and there in-of) there's a lot of companies that work with the forges over in China, which (based on what I've seen as well as personal experience) are open to making custom works.

In regards to those fittings; You'd probably be better off getting ahold of the manufacture of that sword and see if they can't make a wakizashi version of it, as they already use T10 and already have access to those fittings.
I also mean no disrespect in what I'm about to say, but it sounds also like you don't entirely know quite how these blades are forged, as you mentioned it being "sharp and tempered if possible" which all modern practical blades are tempered in one way or another. I always advise doing your due diligence on the consumers part and always researching a little into the process/work, so you have a better understanding what you actually want out of your custom blade, and also to know what a smith may/maynot be capable of.

Once again; Mean no disrespect, but I think we've all read, heard, or experienced stories where someone sought out a custom blade, only to realize the dimensions/look they wanted ended up leaving them with a sharp crowbar, or they bit off more than they could chew, leading to corners being cut in the worst ways possible.

In the end; I'm sure you could find a forge or series of craftsmen to put together your custom blade. Just be prepared to spend a pretty penny.

You may be best off having the sword done as you want it, then sending it somewhere else for laser etching a design. Finding one place that does it all seems a lot harder. It would also help if you specified a budget.
