I have a Adgger I purchased - the manufacturer assures mee the guard is C45 steel and the dull colo just inidcates it needs a polish...
The blade and pommel remain bright...
What makes me question this is magnets won't stick to the guard... The manufacture does not seem to want to answer that question...
Am I missing something?

C45 = 1045 = magnetic. If a magnet doesn't stick, then it seems it isn't C45. "Dull" suggests it isn't a non-magnetic stainless steel. If it's dull grey, zinc-aluminium alloy is a possibility. These are usually plated or painted to avoid that dull grey look.

Timo Nieminen is correct. C45 is a medium carbon steel that doesn't harden very well. C45 it will be magnetic. I will note that there is a family of Stainless Steels that are not magneticbut that is not the case here.
