I was getting really interested in maybe trying to make a samurai Do armor but I don't know where to start, I read the site in a couple posts below this but I didn't see this answered.
Do you have to heat up the steel the same as with sword making?

Japanese armor was often made of iron, forged into small plates, and pierced to be laced together. I beleive the plates were also often laquered for decoration and rust protection.
I haven't read anything indicating the armor was heat-treated in any way. I wouldn't see the point, since it would take a LOT more time and effort for essentially no gain in protection.
You'll have to do some serious searching. I don't believe anyone here has any real experience in the construction of Japanese armor, and it is a VERY in-depth and expensive process. Particularly the lacing...

Well I certainly don't want a traditional piece of armor but I'm talking of using like 16 gauge steel and just punding it into the shapes and lacing it together to make it as close as I can to a piece of armor. It's just that I have no experience with working on steel so I just wanted to know if you have to use heat to work the steel for, well any kind of armor.

Yes, heating the steel to soften it is perfectly fine.
You shouldn't need to, though, if you're not going a complete historical route. 16ga steel should be easy enough to dish out and form with a hammer without the use of a heat source.
