Found a work around for Paypal. Opened new account from abroad. I had to use a different email address but it worked and they accepted my foreign phone number. After I got into the new account I was able to add my US phone number and billing address so I should be good for both countries and maybe some incidental travel. I ordered a couple small things for shipment to the US and it worked like normal. When I get to the US I will open up my US account and then probably close it out. Will keep Zelle in mind.
Give up on PP customer service, they don't answer the phone and online chat is a circle jerk.

Anecdotally, of two recent payments out and two in, PayPal “held funds” on one in due to “possible risk.” Perhaps coincidentally, it was the only G&S transaction, and had the words “cutting dao” in the note.
