I've seen Japanese shirasayas all over the sword buyer's world. Given it is merely the blade being house for travel or storage, would it be possible to turn it into a short saber? It's essentially a blank that can be customized, correct? I'm trying to plan out how to make or commission a design for a 28" saber (akin to sino sword's tai chi saber) with an eagle head pommel. (See the rough drawing below) If anyone has done something similar, I'd be glad for the feedback!

It would indeed. I'm fairly certain a user on this forum did so a while back, though not sure who.

It would, take a look at the Kyu Gunto for some real world inspiration. Might be a little chunky but not impossible.
Btw, another word for short sabre is hanger or cutlass.

Yeah, a bare katana blade would be a pretty good basis for a "patent hilt" saber or cuttoe. It was even occasionally done in period!

Is there anyone on the forum, then, who would be able to customize a shirasaya in such a way? I'm planning on a sinosword custom shirasaya for the base, and then work on the hilt specifications with whoever I contact.

Two things to keep in mind, if you're planning to modify the tang at all: first, a katana's tang is, proportionally, much wider than a typical Euro's; second, the hole mekugi cuts out a surprising amount of space on the tang.
I tried something similar years back, but ended up having to scrap my plans because the fittings I wanted to use would have meant making the tang far too narrow, to the point I would have been leery about its structural integrity.

Which is why I brought up the slab-tanged "patent hilt". It was quite popular on sabers and hangers (at least those made by Wilkinson, 'cos they had the patent on it).

This is basically a rough idea of the features on the hilt. The guard and pommel will be in mild steel. (Pommel, and perhaps ash for the slab tang hilt) (s guard)
