Huawei uses synthetic silk for their lower-priced offerings. It's pretty good, especially compared to the synthetic material you get on other swords at the same price point. I'm not sure on the price range of a leather re-wrap. Depending on the type and quality of the leather it can range between $4 and $7 a foot. To wrap a tsuka you take the inches of the tsuka and translate that to feet plus three. So, lets say a ten inch tsuka, you'd need thirteen feet of ito. So $50 to $90 conservatively for the materials. I'm not sure what Josh charges these days, but customizers also generally charge per inch.
For example/comparison, Fred Lohman charges $250 for a wrap(this includes material costs). Last time I saw, Josh charged a good deal less, and his work is, in my opinion, better(and more pleasant to deal with, apparently).
As I said, though, I'm not up to date on Josh's fees so don't view my estimate as gospel.

I think I got my wires crossed. A lot of Huawei talk floating around, and I think I confused you as one of the other guys looking to get one of the entry level ones right now. $380 is kind of a low-mid tier ground speaking generally, though Huawei tends to be a higher value than you get elsewhere. Mid range is generally considered $500+, and high level are...much higher. So while $380 is a good price for several manufacturers, I think you get a little more with the Huawei. Lastly, as with most things, price is only a vague indicator of quality. Plenty of super high priced garbage floating around. Luckily, Japanese styled swords are very popular, so you can get a pretty great sword for not a lot of money, not to mention the range of variations in design/fittings.
The price for the labor on a re-wrap generally fell at around $8 to $10 an inch last time I shopped for one(years ago, super outdated). So add the price of materials to the price of labor. Again, I'd talk to Josh and/or Salvatori and see what they have to say.
Lower priced swords(say $100 to $200 as random prices) usually use poor to strictly adequate quality cotton or rayon. You'll often see them compared to cheap shoelace. There is a large gap between good quality cotton, synthetic materials, silk, leather etc, and poor quality. The cotton used on a $100 Musashi and the cotton used on an $800 Hanwei Bushido don't even look like the same species. The cheap leather you see on eBay katana that cost $100 or $200 looks abysmal compared to the leather someone like Josh puts on a tsuka.

I feel like the one i got is sorta close to mid range. I bought one from SON for 130 and got it customized so i will see how that comes. thanks

I ordered the Feilong Higo from Josh, and opted for the tsukamaki deal he's offering on those swords. I've seen his work here, and heard countless compliments on his work. I can't wait to hold the finished product in my hands!

I plan to have a Ryujin T10 custom rewrapped in the future. I'm not at all impressed with the tsuka on that one.

Loose/uneven ito wrap is unfortunately common across the board, from $30 wallhangers to $1000 bank busters. Loose saya is another thing.
To give you an idea of how rare a sword with perfect saya fit and ito wrap is: a member here once got a custom sword made. When it arrived it turned out to be the wrong one. The one he got was a less expensive model and had some aspects that he didn't love, but the fitment was so perfect that he actually decided to message the seller and keep that one instead, hahaha.

The one i just got has a incredibly tight saya were i have to strain to get it out lol. The blade makes up for it though. I have a few with a nice saya.
