with this particular style of tsukamae, no. it is just pinched at the point it crosses over, sometimes sewn underneath when over a mekugi-ana or on top of menuki, etc.
some styles do have rolled paper or other inserts in the part that crosses over but not moro tsumami-maki

I had an old tsuka that was made with hishigami in this place. I asked a few people - dealing with tsukamaki and received the answer that they are not put in here Thank You very much.
