We know micarta is commonly used as blade handles, but what about for sheaths? I talked with a local smith and he says its doable.

Yes it's doable and you can come up with some very interesting color schemes.
The downsides are the weight would be dramatically more than a wood core scabbard, finding it in long enough lengths for a sword scabbard and it isn't as flexible as a wood core or plain leather. To gain some workable flexibility you'd need to use linen or canvas based micarta. This would decrease your color options as the best color slabs are paper based micarta.
If you were to attempt it yourself remember when cutting or grinding micarta you need an air filtering mask and to be in a well ventilated area.
