I bought a sword online, its made of carbon steel, it was stored for sometime and now i wanted it back on my shelves but the blade is rusting from a place, how can i stop it from rusting and remove the rusty part? Will it rust again from the same part?
It'd be helpful to see the affected areas. Is the rust reddish or black in color?
If it's not bad there are some relatively non-invasive ways, like wetting a crumpled up piece of aluminum foil and rubbing the rust. You can also use a polishing paste like Mother's Mag and Aluminum, Metal Glo or Flitz. There are also little rubbery "Rust Erasers" available. I've never seen them in a store, but they have them online on places like Amazon and eBay.
If the rust is bad, then sandpaper is your best bet, though that will mar the finish and create an uneven area in the polish. If you want an even appearance you'd need to repolish the blade.
To prevent rusting you need to coat it in oil. Mineral oil is good. I use 3 in 1 oil. It's cheap, lasts a long time and is easy to find. You need just a very, very thin coat. No beading or drips. Too much oil will lead to possible rusting.
Is the blade bare or kept in a scabbard or other cover? If it's only rusting in one area you might want to consider that there is an area in the scabbard that is causing the rust.

Beyond removing the rust and oiling the blade it might be a good idea to let it sit outside of the saya then so that whatever moisture is inside can properly dry. You can give the blade a light coat of oil and wrap it in a towel while you do it. I'd let it sit out for at least a couple of weeks. If you've got a strong penlight or something you could look down the throat of the saya and see if maybe there is some debris down near the bottom that could be causing the tip to rust. If there is you can use a straightened out wire coat hanger to remove it.
Howdy Billy. Lots o posts in the general region of the forum but to sum it up Master Adrian has great advice. Least intrusive first followed by light chemical treatment followed by sandpaper or polishing stones. A second piece of advice would be to get a dollar store flexible brush (it's a brush on a flexible spring thing) that you might find in the hardware isle for cleaning venture tubes on bbqs. Give the saya a good drying and brushing out with one of these. You at have accumulated some debris or extra oils on the wood core.
Mothers Mag is magic but go slow. Cheers and good luck. Lots of elbow grease in your future Keith
christain: Don't feel alone, Scott. I gotta work Sunday while the rest of the family has Easter dinner. That's okay though...I'll just eat double when I get home.

brothersteel: Finishing up "The Robe" as we're prepping for tomorrow. Seeing the one sword fight in the film last night, I laugh inwardly at how much Olympic fencing still reigned in Hollywood in those days. A blessed Easter to all!

redscorpion: yeah, cars. Always spending money on those things. I just had to put spark plugs in my older Jag. $300 just about covers cost of materials (plugs and gaskets) - then it's a 4 hour job to change them out.
