The picture looks like the lacquer was brushed on, as versus sprayed.

I've always been a proponent of lacquering ito. Some don't like because they feel like they lose the softness, I don't care about all that. I've always applied it with a brush. I apply really sloppy thick and if the ito is cotton or silk it really sucks it up. I think to get the results like the tsuka above you will end up applying several coats. Leather as you might imagine does not nearly as much.

Spray is okay for getting it soaked, but after several spray coats have dried, you need to brush. If you can't get urushi lacquer, nail polish is really good for the last few coats.

I used gorilla glue (without adding the water, which makes it foam up) on mine then sprayed over it with lacquer. It has a plastic like feel, while my other sword, with a lot less coats, retains a stiff cloth feel.

Was ito lacquered like this, historically? Or is this more of a modern invention? Yep, it's historical. Do a web search on lacquered ito, you'll find plenty of references. I prefer lacquered leather, myself, and that's what I do most of my wraps with.
