Any of my self-customized Chinatanas, but they're not for sale. Questions like yours get asked here a lot, and, no doubt, you'll get lots of suggestions. IMHO, however, there's no predicting how a mass-produced blade/sword will perform (or look) until you get it and try it out. Once you reach the lowest "clay tempered, folded steel" price point, higher prices are a very weak performance indicator. They're all individually hand forged, hand polished, and hand assembled, so the individual variations in a large run of swords is totally unpredictable. Even then, some "dogs" can be much improved by polishing/sharpening them, and changing out or modifying the koshirae. The US dealers improve their quality by "cherry-picking" what the Chinese send them, but you do pay for that. Good luck.

So my two cents is if your looking just for a cutter Hanwei raptor serious are good. If your looking for something a bit nicer the Bugei 5160 katanas are really nice www.bugei.com/bugei-exclusive-5160-swords-171-ctg.htm. They are pretty tough and look really nice as well. They cost 645 which is close to your spending point. Bugei is also a good company and you know what your going to get. I'd stay away from eBay. You could also look for a sword on here. If I was going to get a sword just to cut with as my first starting katana I'd go with the Bugei dragonfly 5160 katana. Hope this helps and let us know what you end up picking.

A couple examples of affordable DH folded steel katana from eBay I don't have one of these, but I've bought 2 unokubi's from this reseller. He's somewhat slow (one sword took 2 weeks, one took a month) but relatively honest. You'll get what you ordered. His stuff ships from Longquan through Paul Collier. This is the lowest price for a sword like this on eBay from anyone I'd deal with, but has very impressive reviews posted by buyers. www.ebay.com/itm/Japanese-Samurai-Sword-Folded-Steel-Clay-Tempered-Blade-Sharp-Full-Tang-Katana-/292057304430?I have one of these from Wang Katana, from back when they were only $147.50. Mine has the most spectacular and active hamon of any sword I own (which I didn't expect when I ordered it, and don't guarantee will ever happen again), and a very well hardened edge. IMHO, it'll need a different tsuba and skillful polishing/sharpening to be at its best (I rewrapped the tsuka on mine in leather and new same as well, with copper foo-dog menuki and copper fuchigashira), but if it's like mine, it's usable out of the box, if you're happy with the balance. Except for the flashy gold dragon menuki, the alloy fittings are restrained in appearance, and solid enough that you could just leave them alone. The saya is OK if undistinguished, and the red/brown finish is attractive. www.ebay.com/itm/Folded-steel-clay-tempered-samurai-sword-katana-Black-silk-ito-sageo-Real-hamon-/372018338649?DH folded steel versus oil-quenched spring monosteels is a question of trade-offs. You're less likely to damage the spring steel with bad technique while learning, and most likely won't break it while whacking things real katana weren't really designed for. If you know what you're doing already, and cutting mats, pool noodles, and water bottles, the DH folded is prettier, stiffer for picking your strike point, and a better slicer.

The higher end Munetoshis are very serviceable. Hard, not prone to deforming.
$300 or so and you'll be cutting mats or whatever your heart desires.
