It's a recently-made fake Chinese Nationalist officer's dagger. You can usually find them on ebay for about $100. IMO, they're not worth that much.

I picked up one on ebay for 72 bucks as I remember. Nice quality based on short inspection. Started to sharpen it but it was too hard for a file so I will have to try the belt sander some time. If the metalurgy holds up it might make a nice dagger but in that price range you could get dagger of known origin and steel.
My opinion is that it was too perfect to be original circa 1949, like maybe somebody bought the tooling and made it more recently with artificial antiquing. No sign of cosmoline or normal bumps and bruises from storage. Interesting knife design and workmanship, but without documentation it would not be much of a collectible.
