I hope that Jussi Ekholm can translate the signature. It's a bit hard to see with all that heavy rust.

If you have some talc or other white owder (flour, corn starch) and then rub the characters, they will show up better.

My guess would be 濃州三品義明 Noshu ju Mishina Yoshiaki, he worked in Gifu as a war time smith, born 1909 died 1989. The condition seems unfortunate.
