I believe what you are looking for is "fiberglass" and "Bondo". Part of a shields value is the weight aspect. I see people coming out with plastic or T6 shields, just covered with 1 layer of fabric, and I make them fly with one shot.

The problem with making a carbon fibre shield isn't the strength. It's the weight. A shield has to be heavy enough to prevent it from being knocked around easily. A light shield like one made out of just carbon fibre would be knocked aside by the first blow, then your head would be split by the second.

as it is a light material one could make it super thick or back it with heavy frame work or both

At the level of work that's going to cost - use a wooden one.
Chainmaille is very expensive.

chain would leave air in the layers and weaken the sheild ....... use kevlar and carbon fiber with heavy steel frame work

Take a look here Almost Indestructable Shields. I have a shield made like that which has taken some insane beatings. Mine is a layer of birch, along with 2 layers of oak (each layer 1/8" thick). Then lots of fiberglass and bondo. Works like a dream.

Its kind of interesting. Carbon fiber is some crazy strong stuff and can be very flexible without cracking. My friend had a CF hood on his car, he first showed me at night in a parking lot. With the hood up you could see through it to the street light. I felt I would break it just opening and closing it. The car was wrecked later. Since it was going to the crusher he decided to jump on the hood to see how strong it was. It would repeatedly flex but he could not break it. I wonder what could be done to make it stiff enough to take a blow, without loosing its resiliency. Instead of speculation, let's put it to the test...... Does he still have that hood? If so, and its not attached to a car, why don't you take a weapon or two to it..... (chopper, slicer, thruster, smasher, etc.... ) And see how that thing holds up?
