I think it looks like something from India, and it looks more like a knife than a sword.

Chinese made, intended to be Tibetan. The coral + turquoise is classic Tibetan style, and the "silver"-work is somewhat Tibetan in style. For the tourist market. I don't know if this is modelled after a genuine Tibetan type of knife; if it is, I've never seen the originals.
Of course, they can be found marketed as "original", "genuine", "antique", in which case, they are fakes.

You are right about most of the description about Tibetan sword, but they are mostly straight blade. The gemstone and dragon are really suspicious. Assume it is not a modern copy (which I think it is), it is more Mongolian to me.
