Hello I have a question , I understand that tachi kaze is the noise made by Bo Hi . Now does that noise mean it was a good cut ? ,bad cut .....?

the louder the noise, the better the edge alignment, so the sound means good cut.

Tachi kaze is just the noise made by the blade as it moves quickly though air (literally, "sword wind"). The presence of hi can make it louder, but it's audible with any kind of blade (or any kind of physical object in general, at that - you can make it by waving your hand in the air).
Generally, a quiet, sharp swish! sort of sound means you're doing it right and the sword is moving edge first, producing little drag and hence little sound; a louder, deeper fwoosh! kind of noise means your edge alignment is off, ie. the body of the blade doesn't follow directly behind the edge, causing the flat to drag against the air (and eventually your target) and produce more noise and friction. Experiment a little, making half-power cuts at air with the blade held at different angles, and you'll get the idea.
It's really nothing more than another little potential aid in correcting bad technique.
