I am trying to customize a katana. The manufacturer told me that the will use 60Mn spring steel to construct the blade. What is 60Mn spring steel? Is it suitable for blade construction? How does it compare to 9260 or 5160 spring steel? Thanks.

"Spring Steel 60mn" is as low as you can go and still call it "spring" steel - equivalent to 1060 - if you can choose then ask for 60si2mn, this is a higher quality silicon spring steel.
