I believe stropping is a term used to sharpen a blade on a peice of leather like barbershops used to sharpen there razors. Shimming can have multiple meanings however I believe in general you would shim something that is loose to take up extra room. It means to add a spacer in the extra room to make two peices fit together tighter. Matthew Miller

Stropping is not really sharpening. Once you have sharpened a blade or razor, minute metal particles from the edge remain on the blade. Some are just laying there and some are rollover from the action of the edge against your sharpening stone. When you strop a blade you are wiping away those filings. You can use leather, impregnated surfaces or the leg of your jeans. So while not technically sharpening it does remove particles that impede optimun sharpness.
Shimming refers to placing a small wedge of material in an opening to make it fit better, stop movement. Here we normally use the term when tighting a wiggle/movement in the grip or guard.Shimming is not exclusive to the blade community but is used in general contracting practices.
