Besides water bottles, where can I find cheap cutting targets like beach mats? I've looked around and dollar stores, big lots, can't find anything at this time of year. Beach mats are too expensive online from what I've seen. Cheap tatami would be nice too.

This time of year is the problem... people are switching off from going to the beach.
You can look at reed netting from Home Depot or hardware stores, though-- the stuff that goes around fences? It's got wire in it, but if you have a beater and you just want to cut it...

I will suggest newspaper. It's cheap or even free (depending where you live and where you get it), and it's fun to cut. However it can be difficult cutting medium. You can make mats out of them like I did here (wet): viewtopic.php?f=22&t=13413Or you can cut newspaper sheets like Jake did here (dry): viewtopic.php?f=22&t=13401I found the soaked newspaper to be a great cutting target, and I will be cutting a lot of more it in the future. As a note irrelevant to the thread, Kumdoalan you have disabled receiving private messages, so I cannot answer to your PM.

I heard newspaper has some blade dulling byproducts like cardboard does.
