A good file, a series of diamond hones, various grits of sandpaper and steel wool for sharpening and polishing, some acetone and cotton wool for cleaning, any old mineral oil and a designated oily rag for rust prevention (I've never cleaned the rag, so it's soaked up enough of all the various mineral oils I've used that just wiping the blade with it every now and then keeps it sufficiently oiled).

Well, there's really not much to it.
If there's actual rust, you polish it out, exact same process as if you were polishing the blade after sharpening; if there isn't, just make sure everything's clean and dry and wipe it down with a little oil to make sure it stays that way. The key is to use just a little oil, what you want is an imperceptibly thin film evenly and contiguously spread all over the metal - too much oil will attract dust, which carries moisture which will corrode the steel (excessive oil can also do nasty things to sheaths and scabbards). Pour a few drops on the blade, then grab the rag to spread it all around and wipe off everything that will readily come off. Don't clean the rag, don't use it for anything else, make sure it doesn't get dirty (I keep mine in a plastic bag). And mind your fingers!
Do that every time you use the sword, or once a month or three if you're not using it, and you should be fine.

For general upkeep, I have some 91% alcohol, some Metal Glo and Camellia Oil. The alcohol removes oil, dirt and is also good at removing that sticky stuff left from labels that haven't been removed. The Metal Glo is great for removing grit and light rust. The oil is to...keep it oiled, hahaha.
I strongly recommend some Metal Glo or Mother Mag polish to deal with rust. It won't mar the finish like sandpaper. for scratches and scrapes, sandpaper is the only remedy outside of traditional stones, though it will be necessary to do the whole blade if you want to keep everything even.

It's best if you can find the grit that the blade is already polished to. Generally around 800. I have 800, 1000, 1200 and 2000, but I don't use them unless I absolutely have to.
