A complete rebuild *kinda picture heavy*

Hey guys,
I know i haven't been the most prolific writer here, but i keep reading whats going on around here and i have something important to ask you all.
A very good friend of mine lost his house to an electrical fire (but don't worry, at least no one lost his life in it). Before the fire, he had a katana that was in a bad shape but still salvageable; splitted tsuka, splitted saya, never had the tsuba and a rust covered blade. And now he only have a bare blade, what was left of the tsuka and the saya were lost in the fire.
However this blade has some great sentimental value attached to it and since his insurance company is paying, he is looking to have it cleaned up and fully mounted. Even though it was a gift, i think this blade may have some real value, it is really hefty, it has some niku to it, it has a geometric yokote and he even have a kogatana for it (which he still have).
Even though i think i can at least clean the blade up properly (it wasn't touched much by the fire) I know i can't do anything else, so I'm in need of someone who could do a complete rebuild of this blade, from the cleaning, to the polishing, to the mounting and quite frankly, i don't know of anyone who could do this.
The only specific point i ask is that it is from a company rather than an individual, as i doubt that the insurance company would accept this from an individual.
He needs to have an estimate of how much it would cost him to have it completely mounted and repaired within a month, having the blade back in his own hands can wait though, his insurance company wont wait for much more than that.
Now onto the interesting parts, he doesn't have any specific type of mounting he wants, but knowing him, something classic would be better, other than that, i would leave it up to you guys, what would be a good look for a complete blade (tuba type, menuki, kashira, etc.).
If you guys want, i also have the specs for this blade, if this can help anyone, just ask for it, or I'll add them later on.

Now ive added some pictures so you guys can have a look at it, and with any luck this may help you guys give us a better picture of what we can do with it.
Also I forgot to add that we live near Montreal Canada, so if you guys know anyone who could do the repairs "near" that, it would be great.
Now onto the picture, but they can be bandwidth heavy.
I could not capture it with a photo, but the edge of the blade is not strait, it is waving on pretty much all the length of the blade, I dont know if its a big problem or if it is fixable.
I'm sorry for the horrible picture quality, I'm really not that good of a photograph.
