Contact Sonny at the CustomSwordShoppe/VA. He can do some killer stuff, for great prices. Pretty much whatever you want, I think.

I would go with Merctailor (USA) on this one. They have a better variety with great prices as well.

Actually, there is a guy around where I live who makes some pretty nice shields. Makes his own plywood so the grains cross for added strength. Do you have any idea what kind of shield you want?

Did you see the kites on sale at KOA? They look pretty nice... link: www.kultofathena.com/sale.asp (scroll down) But you would have to paint a device on it yourself...which is not that hard (and even fun) if you go with a simple pattern...
