Have a sword I need help identifying

I have a sword that has been in my family for a long time. No one seems to know who originally had it, or where it came from. I took a lot of pics of it to help try and get it identified.
Here you can see that it is a W. Clauberg sword
Here is the overall sword and sheathe pic
Here you can see a design of the tablets holding the "Ten Commandment"
Here you can see a design of a man, woman, and child
Here is one side of the hilt. There does not appear to be any kind of noticeable designs
Here is the other side of the hilt. You can see an ax and a bow & arrow on the guard, and on the pommel you can see what appears to be a person sitting down
Here you can clearly see the guard. The ax and bow & arrow, along with the letters "IO" and "OF"

Now, I have tried finding out some information here. The best guess I have is that this was a custom sword made for a member of the "Independent Order of Odd Fellows" (IOOF) This is the best guess I have, but I do not have much knowledge on swords. I also cannot find any kind of sword the even resembles this one. This is why I came to the conclusion it must have been a custom sword. I know that it isn't in the best condition, and I definitely do not want to try and clean it up. I am afraid that I might damage it more.
But I would just like to figure out more information about the sword. I have done a lot of research but it seems like anything I do find isn't exactly what I'm looking for. If anyone has any information on the sword, please do not hesitate to let me know! Thank you in advance!
