Whatever it is, it's hideous. Is it me, or is the overall shape of the tsuba convex? I get the feeling of the thing being a sort of double dome...thing.

I would opine that it is either an Edo preiod Rorschach test or possible a piece of Chinese Junk. Somehow I believe we can get a government grant to investigate.

Usagi. As we say to kids 'the old man in the moon', there is a Japanese tale that a rabbit lives in the moon hence the rabbit silouetted on the round(moon) tsuba. After further investigation I found that most of these tsuba are castings of Edo period original tsuba, replicated for the production sword market. Alot of tsuba produced during the Edo period were of a more decorative nature, this was influenced by the merchant class wearing swords as well but were mostly for show and overly-decorated.
