Cheness sells premade tsukas. www.chenessinc.com/parts.htm#TsukasI just bought one to practice tsukamaki on. I also bought new tsuka-ito from Shadow of Leaves. The tsuka-ito that comes on those cheness tsuka has glue all over it. Just as a note, "premade" tsuka won't be very suitable for mounting a random blade. The tsuka needs to be made for the blade. I'm not sure who just sells the raw wood. edit: Note for the note: I did read something (maybe here) about a way to fit an existing tsuka to a blade by using wax and glue to mold the inside of the tsuka to fit the nakago. No idea how well taht works. I'm sure I could dig it up if anyone is interested.

Thank you yuan, that is exactly what I needed, something cheap to learn on.
ahampton, thank you for the advise, it's mainly to start practicing mounting on a shirasaya, so one step at a time, hopefully with time I'll learn to carve my own.
how is the tsuka ito you bought form shadow of leaves? (I mean, quality wise)

It's working out just fine. I got the silk ito. I've made a single fold and unwrapped it dozens of times, and the ito is holding up. Not fuzzing (if silk can even do that?) or creasing, so it's good to be re-wrapped.
