I was looking at this on e-bay . . . and it doesn't look all that bad. Well I'm not a reenactor. I Will have it displayed but would like to wear it occassionally . . .
I guess I wanted to know if this was a piece of crap or a not too decient segmentata, or if somewhere in between maybe to know the reasons

Somebody on here did buy a set and he likes it. But the problem with it is that it's only made for 1 size of person: Big. Football Linesman Big. If you're not that big, you'd be much better off making your own. It actually isn't that hard.

18 gage steel and brass pieces connected and riveted together by leather
Plate is plate. It will be fully functional. I think this is an awesome deal.
Teran made the right point. Plate armor is the most difficult to get a proper fit. It almost always needs to be custom fitted.
That Lorica seems like it is fitted for my chest size 50". At a $100, I might just splurge on it after I get back from Pennsic. I have the experience to adjust it myself if I need to. First thing I would do is add some suspenders that support the lower part. That way the shoulders are less restricted by the weight of the lower part. Almost too good a deal to pass up.
If anyone gets it, make sure you get some carwax on it or it will rust into crap.

18 ga is a bit on the thin side, but if you're not going to do any re-enactments in it, you should be fine. As Bill said, the fit is usually where the problem lies.
I'll give you an example; I'd bought a cuirass off eBay, think it was billed as the horseman's breastplate/backplate, whatever- got it for around $100 so I thought itwas a good deal. But when I put it on, it barely reached my navel and I had so much room on the sides that I could tell it was made for a person much larger than I; not to mention where the pieces met, pinches galore.
If you have the ability to modify the armor as Bill is suggesting, I'd go on and pick it up. If you truly intend to just display it, definitely get it...you won't get armor, display or otherwise, much cheaper than that.
