Canadian taxes and duty are supposed to be charged, depending of where it comes in,for every dollars guys.
example,
in Canada Quebec, they charge TPS and TVQ =12.875% of the value of the package.
but depending on (who is working,or how they feel,etc,,,,,)
you will be billed or not.
it would suppose to be for % of the value, but,they charge anything lol.
USPS ship a package,canada post receive it and charge or not depending , of the quantity they have around them in that ellapse time, if they have too much they will let go some and charge one here and one there(if you know what i mean).
UPS will charge /are suppose to charge,TPS and TVQ =12.875% of the value of the package,pluys an amount for duty because they pay someone for the duty (and, they charge a profit on it too)why not make more money.
for anywhere in Canada, the taxes of the province are charged/supposed to be charged,
if there is not taxes in the province there is only canada taxes,5%
so it easyest as that, they are suppose to charge to any every packages but, USPS,(gift,or under 100.00 value, )will often be delivered without charging anything because there would be too much work for them and stoping every packages would take too much, place and time.
for UPS they charge it for every penny,
the only thing, simetimes, they do like if they forgot,
a UPS guy told me that when i asked him why the last time he didnb't charge me.
said to the guy:"hey, why does last time i didn't pay and now i pay?".
he said:"sometimes we do like if we forgot, and once we are gone and the signature is gave by the customer,we cannot come back to ask the money, and if they call you or send you a bill just call them and give them semprini real good saying that you didn't have been told that there were some more amounts to pay, and they will charge you the minimum(just taxes.)".

so,do never forget to
send or be sent as a gift,it give you a chance
but, if you send/receive for a lower value, think about it because you will not have your money back if it is broken.
inssure it for 100.00 you will get back 100.00

i am not better than anyone, i just had to know why, where , when and asked directly to canada post and to UPS guys since i make a lot of orders for canada.
so
two things are always to consider,, you are lucky or you pay lol
and it is not the seller's fault
