The kissaki 1/3 of the blade should be razor-sharp, and that portion should never be banged edge on edge or else it will become badly damaged.
The middle 1/3 is for ukenagashi type, and other flowing blocks, on the side of the sword normally. The are blocks that flow into riposte.
The closest (ricasso) 1/3 is for dead stops edge to edge. Either with both hands on the tsuka, or with one hand on the tsuka and the other on the back of the blade. This portion should usually be blunt.
This is basic JSA principles, subject to exceptions of course, but a good rule of thumb.

lol i missed the drama... oh well. thanks for posting the above Jammer, i am just starting planning on sharpening my 9260 unokubi ko katana beater, and it makes sense what you said, ill only need the top 1/3 razor sharp which i expect will make the job 2/3 easier!
