Well, no. But having a steel with properties tuned for springiness would definitely up the chances of getting what you need where you need it. Technically, the whole blade is spring tempered. The back/core of a DH blade is just more springy since it didn't get as much super-cooling action from the quench.

Maybe not but beginning with 5160, a true spring steel alloy along with a T10 outer would be a good start
