You might try Kult of Athena. Some of there low end Romans come with two slabs of leather machine sewed together. If there is a sword with the right deminsions you might try to buy just that. Or get them to order one for you. Not much, but better that a cut young one.

If that fails, then try a local shoe repair shop as they will have all that's needed. That failing, buy some leather and leather boot laces, and become your own barbaric scabbard maker. You would probably be proudest of the last option.

I actually have a heavy duty industrial sewing machine from when I moonlighted as a canvass maker for the boating business...but I have never sewn leather. I may shoot my eye out.
