Do you mean the saya does not readily release the habaki with the push of a thumb on the tsuba at the 1 o'clock position, or is this a larger issue with the saya and the blade?

Its fine on drawing the sword

Does it feel like the ha is catching the saya when the blade is canted slightly to one side, or do you suspect the kissaki is digging into the base of the channel if not held exactly right on that axis?
I haven't encountered this issue before so trying visualize the problem in my mind. Sorry I don't have any advice yet.

Sorry I don't have any advice yet. it happens regardless of the orientation at which i sheath it: i suspect it might be the ha catching the wall of part of the saya, but im not sure. ill take a video of it

If it's not related to the kissaki trenching into the channel it seems odd to only occur in noto, not batto. A SLOW video might help, but safety first.

photos.app.goo.gl/TGoJsEpQkNquWcka7also when this happens, wood shavings appear on the middle of the blade, so im assuming its something there and not at the tip. As you can see it happens at angles where the habaki is tilted to the right of the center of the koiguchi. Also included a pic showing how far i can noto it when it is binded, and how far i can when its not(habaki fit is perfect when it isnt) excuse the odd angle, i slices a part of my finger off yesterday and its currently healing.

There are some things you can do, there is a tool, a sort of rasp made for this. Not sure of his cost or if it would be worth it for you to send out, but ask Wally from shiningmoon13.com/ if he can help. www.bladegallery.com/pics/86461_1_b.jpg (image of rasp i was talking about :) -Sal' of Jizamurai Forge

Could you share more "tactile details" of the sensation? If despite correct technique you've snagged your finger from overzealous pulling then yeah there's a key warp or bind in the wood if the blade is not crooked. Question is where. Just ask Manogue to assess it since he's head coach in your practice.

I may be off base here but with a quick read I think that you can solve the problem with what you have on hand. If it was me and I was shaving off wood when returning the blade I would continue working the blade in and out of the saya thereby removing the interfering wood until gone. In regards to the finger; OUCH!

Main sword rn is an iwa shobu, so I'll just bring the Huawei with me and ask the more experienced practitioners at my dojo what they think.

You said this was a Huawei right? I shone a really bright torch down my Huawei saya yesterday and found a piece of packing foam right in the end where the Kissaki sits. It was put there on purpose, shaped for the kissaki to fit. My guess is to stop saya rattle. Bit annoyed they did this as it can cause rust and seems like that really cheap plasticy packing foam. No idea how to get it out as I have saya rattle anyway...
I would check this first on yours before doing anything else. It's possible your packing foam is all jammed up in there. Not sure if Huawei do this with all their swords or just mine?
