It appears to be an aged reproduction having nothing to do with England of any century, especially not the 1600s (or 1700s, or 1800s, or 1900s).
Your pictures tend to be dark but the detail is enough to state that the grip and wire are wrong for any sword I am familiar with and the forced decorative nature of the guard and blade ricasso very Chinese "fake" in nature.
