I am pretty new to sword collecting and would like to us a H/T bare blade to make a custom sword, but I saw this sword by Jesse Belsky: He lists this as a cut down bastard blade. Does anyone know how one would cut down a bastard blade like that? Would you cut a tang out of the blade and weld the threaded part back onto it? Thanks.

If you have the right tools you can shorten a through hardened blade from either end. I've seen people trim down the Hanwei/Tinker GSoW by carefully removing the tip and reprofiling it, I've also seen what you described, cutting the tang up into the blade then trimming the excess. You can weld a new bolt end, but you would likely be better served using a tap and die to thread the end. It will generally be more secure. Assuming you don't want to peen the end.

I've done both ends of h/t swords. I cut down the pointy end of an HT Greatsword of War who turned it into a single hander and also cut the Tang down. I've also cut down the Tang of one of the bastard blades. If you're cutting the Tang down what I've done in the past as mentioned in the previous post is cut it but leave enough that you can grind the end into a rod shape and then thread that Rod using a die to cut the threads in to the rod
