There are some legitimate vendors that sell on eBay and make $1,000 swords, but there are also many scammers that will sell you a $100 sword for a thousand.
Who is the vendor and do you have a link to the actual sword in question?

I am not saying the vendor is legit or not. Nor do I know your attraction to either of those swords, not saying they are bad or worth a grand. Just pointing out a couple of things. First beware of any ebay vendor, some are honest some are not. That vendor has no rating and China is eager to export a sword but once out of country China wants no part of it and if for any reason you need to return-lots of luck. Many just disappear before making it to the vendor. There is a new company on the market named LK Chen that many people are raving about. Do a LK Chen sword search on YouTube to see some reviews. Never heard of the vendor. Looking at their store, they seem to be a generalist and sell all kinds of bits and bobs. As a general rule of thumb, for a grand you should buy from a sword specialist. I have my doubts about the worth of the blade, to say the least. I know of nobody on this forum that has specifically recommended that vendor. pgandy is correct, getting a sword shipped out is easy, getting it back to China if there is a problem is next to impossible. For a thousand, I would want a known level of post-sale customer support. Personally, I would give this sword a pass. It may be exactly what they claim and for a good price, but I don't trust the transaction details with a high-volume vendor that probably doesn't know the first thing about a sword. EDIT: On second thought, definitely not. They sell mall ninja for a grand. These people are general catalog resellers. Looking at the diverse products offered in their stores tells you what they are. Without going into detail, just don't, OK? Particularly avoid any Chinese eBay seller who mentions "antiques".
When I saw your thread title, I thought you might be asking about some of the Japanese based sellers who sell nihonto, many of whom are legit.

If it was from a reputable manufacturer/retailer then paying $1000+ would be ok. But the swords you linked? I would be extremely hesitant. If you are interested in a sword somewhat similar to the "palace guard" you linked then check out LK Chen. The second looks like a bastardised mix of a longsword and jian with a badly shaped hilt.

Another vote for no on this one. In general is it ok to pay $1000 for a sword on eBay? Sure, it depends. People buy cars and boats on eBay. But that doesn't even look like a $1000 sword.
I have no experience with LK Chen, but I've seen some good reviews. Check out the Chinese swords subforum. If you don't exactly like a swords hardware, many manufacturers will offer either customizing or bare blade. For $1000, doesn't hurt to ask.
PS, very smart of you to ask here. If you do choose a manufacturer, you should find plenty of info in these forums.

Check out "huawei-sword" on Ebay. Here is also their website www.huaweiswords.com. If you want to spend between ~200-700$ on a sword, huawei is pretty great. The only thing is they take a while to make the sword and deliver it to you. You can also ask for a custom made sword, which will be great quality also but will take many months to make. Message them on Ebay with any questions, as you'll get the fastest response there. Also look through the sword reviews here if you want. There are a bunch of reviews on huawei swords.

Another vote for LK Chen, and I'll second what yojirex said. I have never asked Huawei to customize a Chinese sword for me, but I've ordered several custom Japanese swords from them and never had any issues. You could even send them pictures of that sword and see if they could make you one. Also, it's clear you have an interest in Chinese swords; I'm not sure the second listing is very historically accurate. I studied Chinese martial arts for about 7 years, and I've seen a lot of antiques, and I can't recall a time I've ever seen that design.
