Confederate commemorative "knickknack" as you say; it's a pure fantasy design and doesn't really have any real world name. Probably from the 1970s or '80s, I'd guess, probably from a mail order catalog. The portraits are of Robert E. Lee and... some other Confederate general I don't know the face of, but I've seen that exact picture of Lee used on lots of cheap ACW tat.
PS. Or alleged picture of Lee. You never really know with these Nth generation knockoffs of historical portraits...

It could be Stonewall, but if so it's not copied from (a copy of a copy of a copy of a copy of) either of the two portraits of him used in 99% of modern knickknacks.
