Recently got this, and the forte of the blade and peen both have red rust coating them, and the peen and rivets have been obviously tampered with. The fish skin is missing from the grip, and this is something that I want to rectify. So with that out of the way, does anyone have advice for taking this apart? imgur.com/a/aezpCdY

It looks as if it is peeled. Maybe you could use a punch of correct diameter to break the peen. Just be careful.

I meant peened not peeled. Sorry for the typo.

I'm no sword expert by any sense, but when we remove flush rivets, we center punch the center and carefully drill out the center material. By using progressively larger diameter drill bits, we widen the hole. At some point you can see the peened tang material begin to move . Using a small drift punch, move the side peened over steel out of the way until the handle is free of the peen. A brass punch is softer that steel and may save dinging up the hilt.
