I had a Sabersmith flanged mace a while back (+$300 If memory serves correct) and I forget if the handle was wood or hollow steel, but it could be reinforced with chain mesh and thick leather wrap. The only thing is that I believe it’s over the OP’s $300 mark. sabersmith.com/product/flanged-mace/. Yup $375, but I do really like their take on warhammerz!! Oh, man. Those aren't real warhammers. They're Warhammer warhammers! (Not necessarily a bad thing, depending on your taste.) And the flails have exactly the wrong length of chain... And I don't know how much I'd trust those maces with that head construction, with the flanges welded on top of the haft instead of to its sides. Especially with how heavy they are. (I do love the name "Mourningstar", though! )

I never bought any flails, which of course have their place in weapon history, because I saw a NASTY injury involving one years ago at a renaissance faire, and it wasn’t even caused by idiocy. Not the safest choice in weaponry! Sabersmith doesn’t claim to make “historically accurate” weapons, but a lot of their designs are just fun to even own. However, their stuff is seriously solid and not flimsy or poorly made in the least. Mourningstar is just proof that they have a very active sense of humor 😁

Yeah, I wouldn't disagree on any of that.
But even so, why do makers of fantasy flails insist on making the chain the exact right length for the head to inevitably whack your own hand? Why not a couple of inches shorter or longer? Gah!

That is a great question, and I wish I had an answer to it but you’re absolutely right! Same with nunchucks LOL Someone ALWAYS inevitably whacks themselves in the head or in the bean bags!!

Ah, but with 'chucks that's an important learning experience! With a heavy spiked flail the lesson gets a little too harsh, though.
