like any other hunk of steel, 80% finished frames are just paperweights, until you do the finish-machining. they sell you the jig with which to finish the frames. you can sometimes find the kits on E bay and of course, you can always sell the jig after you've finished as many of the frames as you'll ever want. The rest of the parts are shipped to anyone in the mail, too. There's glocks, Sigs, 1911's, etc, offered in this format. I have no experience with the others, but i've completed 4 of the 1911 frames. If you get them in aluminum, you can finish one in half an hour. If you get the steel frame, be prepared to bust your butt for a couple of hours. in order to finish it. Parts kits for 1911's, mostly Filipino made RRA parts, can be had on E bay, $400 or so. $200 usually will buy you a Sig .22lr conversion unit for same, same source. If you want everything fitted up properly, tho, figure on spending another 4 hours grinding off sharp corners, doing a trigger job, etc. Even the end of the pins have not been beveled. It's a pita, but everyone should have one fighting rifle and one fighting pistol that NOBODY knows about. You do not need a license for this, and you do not need a serial number on the frame, altho i'd put a 5-digit one on it, if I were you, just to save trouble, and some name on the other side, like Essex, or Briley Mfg.

I'm way past needing a fighting rifle.
