College budget, so sub 300 is appreciated. I've been looking at flintlock kits from Dixie Gun works, but mainly I just want to have something to take plinking.
Any thoughts on the Tokerov or Makarov pistols? Would love to find a Nagant revolver though.

The makarov is a great pistol, but not the most fun plinker. If you want something that is really just for plinking, look at a used Ruger single six. You can get one for around your budget. If you want a multi-purpose pistol, the Mak might be a good choice.

For plinking on a limited budget, have you considered a .22? Ammunition is really cheap. Ruger .22s are very reliable, fun to shoot, and be had for good prices used.
Makarovs are good pistols, but I haven't seen them under $300 in quite awhile. The ILJ-70 (Russian commercial version) run a bit cheaper. It was my primary carry gun for years, and I remember a range session where we tried to make in jam. It cycled no matter what we did with it, including holding it upside down by the butt and pinching the trigger with the offhand.
I don't have any personal experience with Tokarev's beyond handling one in a shop. It just felt awkward in my hand, so I passed on it.

PA-63s (a 9x18 chambered rip-off of a Walther PPK) run pretty cheap too. I had one once and loved it. Regret selling it. As for 9x18 ammo there is plenty around. EDIT: www.gunbroker.com/All/search?Keywords=Pa-63Going rate appears to be around $150 these days plus shipping and transfer fees.

A shop will typically charge to handle the transaction, but it shouldn't be too much. It used to be $15-$20 around here, but that was a few years ago. Depending on your state, you can probably order ammo online and have it shipped straight to you. Cheaperthandirt.com has good prices.

It's a round that feels similar to a .357 Magnum in terms of muzzle flip and sound. People constantly come up to me wondering what I am shooting. Unless you love cleaning guns avoid the surplus ammo. It's cheap but sludges up the gun. Self defense ammo is limited. But overall it's an easy gun to strip, clean and maintain. But make sure you go to a good vendor and get a hand selected model. More likely to get an accurate consistent pistol. Mine is the Polish T-33 and I paid $300 to get a hand selected + (there were 4 that were unused and in such good condition the employees had them set aside for themselves. But I wanted one). Mine shoots point of aim. Which is pretty rare.

If your budget is near 300, it might be wise to wring it a few bucks higher and get a gently used one, as a few shooting sessions would cover the price increase, and you would be left with a dead bang pistol with few reliability/quality issues.

I may go for a Tokerov when I have the cash. I appreciate the Glocks for being good pistols, though I dislike how they feel in the hand. I shot one a few years back and if I remember liking it somewhat. Cheers!

If you're good with just a plinker with limited practical applications, I'd recommend the Heritage Rough Rider SA revolver or a black powder revolver. You can find both on Cabela's for about $200. So long as you're good with next to no self defense applications, I've heard black powder revolvers can be a fun hobby item. I also understand they count as antiques and get exempted from some gun laws (but don't quote me on that I'm not a lawyer).

A Rugger single action 22 can be a lifetime gun. I never get tired of mine. The plinkers dream. The dual cylinder with the 22 magnum is tempting, but the ammo is pricey and it is marginal (in a handgun) for varmints and marginal period for SD. Maks (Russian PMs, also from Bulgaria and E Germany.) are decent guns for SD/HD but not great as plinkers. 9 x 18 ammo, including ball and jhp, is readily available online in free states, slims pickens and pricey in local gun stores. Some rounds are made in the US so even if the ball stuff from abroad dries up it will still be available. For SD with good ammo at close range in a warm climate it is fine for SD. I have no experience with the non-Mak Maks from Hungary, etc.
Long term, nothing better than 9mm in a quality gun. Save up or buy used. If I were in the market I would be looking at glock and cz.
30 cal Soviet ammo is fine for plinking (wear good earplugs and have the courtesy to not sit too close to others at the range!), but is loud, throws brass far, and tends to over-penetrate for social work. It was at its best as a submachine round for spray-and-pray combat.

Walther Creed. Hickok on YouTube liked the thing (heard $350 pricing). I might have to look into it myself, though I (in addition to a Colt Trooper carbine) bought a Walther Q5 match (highpoint of PPQ line) this week (if one would/could have intercourse with a hard, cold metal and polymer object, this would be it...Batman's gun).

I love the Hickok45 channel. He is one cool middle school teacher! How he makes those long shots with a handgun is amazing. Yes, Walthers have always been a top brand. As to your other comments......well, let's just say you really like your guns! LOL!
